Establishment of HR-Database
Human Resource Information System (HRIS)/HR database has been established by Finance Department with the initial financial assistance from the World Bank. It is a repository that stores information ranging from very basic like NIC, date of birth, date of appointment, initial BPS to sophisticated like service history (promotion, transfer, deputation), qualification details (institute attended, courses, year etc) dependents detail (name, DOB, relationship) etc.
There are 390,070 regular sanctioned posts, out of which the data of about 368,309 serving employees has been collected so far. The data of remaining employees is being collected and refined. The database has been integrated with the budget database, linking people to posts.
Issuance of Machine Readable Service Cards (MRSC) is one of the uses of HRIS, which are being issued to all Government employees through the database. In the first phase, MRSC has been introduced in all secretariat departments, 35 attached departments and nine districts namely Peshawar, Charsadda, Kohat, Nowshera, Abbottabad, Shangla, Buner, and Dir Lower, Malakand. MRSC bears 2D barcode containing basic information about an employee which can be used for the identification of employees ensuring high degree of security in the prevailing critical law & order situation.
The introduction of MRSC is an indigenous effort by the technical staff of Financial Management Information Unit (FMIU) Finance Department and is at par with the NADRA’s ID Cards, on which a hefty amount has been spent. In order to utilize the MRSC for personal and professional identification purposes at official entrance points, Employees’ Verification System has been developed by the technical staff of FMIU. Through this system, MRSC & NADRA’s National ID Card will be used to retrieve information about an employee from the HR-Database and verify it accordingly. If an employee does not have MRSC, his/her NADRA ID card can be used for verification purpose. The Bar Code Scanners have been programmed in such a way that it can retrieve the data pertaining to an employee from HR database, by decoding the ID card. This is the first ever attempt by Public Sector to use 2D barcode on a NADRA ID card and retrieve the data from another database with minimum human intervention.

PIFRA
PIFRA stands for Project to Improve Financial Reporting and Auditing (PIFRA). The main objective of this project is to computerize the whole accounting and auditing system of the country. The idea behind computerizing the whole system is to generate timely, accurate and reliable financial statements; to monitor fiscal deficit; to forecast flow of cash; to manage public debt and to achieve effective financial controls.
Khyber Pakhtunkhwa Province was the pioneer in implementation of PIFRA Project, district Abbottabad was the first site in implementation of PIFRA Project, after the successful implementation of PIFRA in Khyber Pakhtunkhwa its scope was extended to other Provinces and Federal Government of Pakistan.
Currently Budget (Current & Developmental) and releases of Provincial Finance department and district’s Finance departments are being prepared on SAP (PIFRA setup), similarly monthly payroll and expenditures are being made in Accounts offices across the province.
HR –PIFRA LINK
Human Resource Database of HR-Wing Finance Department maintains the employee related information of Khyber Pakthunkhwa like employee basic information, Education, Trainings, Job History, Employees PERs and Annual Budget BM6.
Accountant General (AG) on other hand maintains payroll related information of Provincial employees. In current system the expenditure against the salary budget is not synchronized and difficult to get the status of Vacant Posts, budgeted and running pay scales and realistic projection of salary budget. Finance Department needs the salary expenditure for actual utilization of Budget, position of vacant posts for preparing salary budget estimates and allied information.
In order to reflect the real time effect of salary expenditure and frequent posting transfer, Finance Department has established off-line link between the three databases and plans to integrate the three online, in collaboration with PIFRA & AG Khyber Pakhtunkhwa.
